In 2014, New Jersey voters approved an ambitious bail reform package aimed at creating a fairer, safer, and more cost-effective system of pretrial release. The reforms, which will go into effect on January 1, 2017, are designed to ensure that low-risk individuals awaiting trial do not remain behind bars simply because they cannot afford modest amounts of bail—and that high-risk defendants are either detained or, if they are released, are subject to supervision or conditions sufficient to minimize the risks they pose. In order to achieve these goals, New Jersey is in the process of implementing a data-driven pretrial risk assessment instrument, the Public Safety Assessment (PSA), developed by the Laura and John Arnold Foundation. The PSA provides judges with information about the risk a defendant poses of failing to appear for court, being rearrested for a new crime, and being rearrested for a new violent crime. This panel will discuss and demonstrate the technological solution New Jersey developed to fully automate the calculation of the PSA risk scores, allowing the assessment to be effectively and efficiently applied to everyone arrested and booked into jail throughout the state.
